An Israeli taxpayer would be right to question why these people are getting paid to write such a silly and obvious document.

The overarching tone of the document is not that people interested in Bitcoin should be aware of the risks,but more that citizens should not be interested in digital currency. Little do they know that by acknowledging Bitcoin and its inherent risks,it serves to legitimize Bitcoin as a currency. The more governments look at and react to Bitcoin,more mainstream citizens across the globe will recognize what Bitcoin is and the power that it holds.
